Choose DMCC if your business gains from its sector communities, a Jumeirah Lakes Towers or Uptown Dubai address and dealing directly with a government authority. Choose IFZA if you want a straightforward free zone company and a flexible desk, set up for you by one of its partner agencies. For many small service businesses either will work, and the choice comes down to activity wording, visa needs and the two-year cost.
This comparison uses each zone's own published information as of October 2026. It does not rank them, and their packages change often, so confirm the details with the zone or your adviser before you commit.

Who runs each zone and how you apply
DMCC describes itself as a Government of Dubai authority, established in 2002 to build Dubai's commodity trade. You can apply to it directly. Its online business setup wizard takes you through a pre-approval application, payment and document signing in the DMCC portal, then the choice of office. DMCC says the process usually takes around 10 working days, depending on documents and approvals, and the licence is issued electronically.
For an individual shareholder, DMCC asks for a passport copy (plus your UAE visa and Emirates ID if you live here) and proof of your home address, such as a utility bill or bank statement. Company shareholders add their ownership and constitutional documents. The company needs at least one shareholder, a director and a company secretary (one person can hold both roles), a registered address in the free zone, and disclosure of anyone owning or controlling 25% or more.
IFZA works differently. It runs on a partner model: registered agencies act as your main point of contact throughout incorporation. The agency proposes the licence, activities, visa package and office, then collects the application form with beneficial ownership details, your passport copy and photo, and your Emirates ID and visa if you are a UAE resident.
IFZA approves the application, sends electronic legal forms and the memorandum of association for e-signature, and issues the licence by email. IFZA says no physical presence is needed during incorporation.
What this means in practice: with DMCC you can deal with the authority yourself. With IFZA, the quality of your agency matters as much as the zone, so ask who will handle your renewals, visa applications and amendments after the licence is issued.
Location, office and visa options
DMCC covers Jumeirah Lakes Towers (JLT) and Uptown Dubai. JLT has two metro stations, and DMCC lists 87 towers with options from co-working and business centres to leased offices. Every DMCC company needs a registered address in the free zone, and DMCC says the number of visas you can apply for depends on your office space and licence type. Its packages list an entry flexi-desk option eligible for one residence visa, and a standard flexi-desk or co-working space eligible for three (as of October 2026).
IFZA is based at IFZA Business Park in Dubai Silicon Oasis. Its basic flexi-desk is a shared workstation with 10 hours of access a week and a shared IFZA address. Flexi-desk plus gives you a dedicated desk with unlimited access, and there are dedicated, private and personalised offices above that, plus warehousing. IFZA does not publish visa numbers per option on its office page, so ask your agency how many visas each choice allows.
If you will actually use the office, think about where you and your team live. A flexi-desk you never visit makes the location irrelevant; a team office you visit daily makes it the deciding factor.
Which businesses tend to fit each
DMCC tends to suit:
- Commodity businesses. Gold, diamonds, tea, coffee and other traded goods are where DMCC started, and it runs facilities and communities around them.
- Sector communities. DMCC has dedicated centres for crypto and blockchain, gaming, AI and e-commerce, which bring events, desks and contacts. A crypto business that provides virtual asset services also needs authorisation from VARA, Dubai's Virtual Assets Regulatory Authority.
- Companies that want a JLT or Uptown address and room to grow into a leased office in the same district.
IFZA tends to suit:
- Consultancies, agencies and small service businesses that need a licence, a desk and a few visas.
- Founders combining activities. IFZA allows several activities on one licence.
- Founders who want an agency to handle everything, from the licence to visas and bank introductions.
There is plenty of overlap. A two-person consultancy can run well from either zone.
Banking, tax and mainland clients
Both zones help with banking introductions. DMCC offers instalment options through Wio Bank and includes bank account opening support in some packages. IFZA says it works with Wio, Mashreq, other banks and electronic money institutions. Neither can promise an account: the bank decides based on your activity, shareholders, source of funds and customers.
Corporate tax works the same way in both. This is general information, not tax advice. A free zone company pays 0% only on qualifying income, and only if it meets the conditions, including adequate substance in the free zone and audited financial statements.
Ministerial Decision No. 229 of 2025 lists the qualifying activities. Trading of qualifying commodities is on it; consultancy and marketing are not. So tax is rarely the reason to pick one of these zones over the other. Our guide to free zone qualifying income explains the conditions.
Both are Dubai free zones, so companies in either can apply for DET's mainland permit or branch licence to serve clients in mainland Dubai, subject to DET's conditions. Our guide to free zone companies working on the mainland covers how that works.
How to compare the cost fairly
DMCC publishes its setup and renewal packages on its website, priced by desk type and number of years. Its renewal packages show what you pay for again: the licence, establishment card and desk, plus visa renewals, with Knowledge and Innovation Dirham fees included. IFZA's prices reach you through its partner agencies, and different agencies may bundle services differently.
To compare fairly, ask both for a quote with the same activities, the same number of visas and a similar desk, over two or three years. Then add what sits outside the package: visa medicals and Emirates ID, accounting and audit, and any office upgrade. Our guide to what cheap free zone packages leave out lists the usual extras.
Say you are setting up a three-person marketing agency with clients across the GCC. Neither zone gives you a tax advantage, because marketing is not a qualifying activity. If your quotes for three visas over two years are close, choose on how well each activity list matches your services, how convenient the location is for your team and whether you want to deal with the authority directly or through an agency.
Common mistakes
- Comparing unlike packages. A one-visa desk in one zone against a three-visa package in the other tells you nothing.
- Not vetting the agency. In IFZA, your agency handles your file, so choose it as carefully as the zone.
- Treating DMCC's crypto community as a licence. Virtual asset services also need VARA authorisation.
- Picking a zone for the 0% rate. For most service businesses, it will not apply.
- Signing a multi-year package without reading it. Check what happens if you change desk, add visas or close early.
