Performance Marketing in Dubai

Google Ads and Meta Ads campaigns run against leads and sales, with GA4 and conversion tracking set up properly from day one.

Overview

Performance marketing means running paid ads, mainly Google Ads and Meta Ads, and judging them by what they bring in: qualified leads, sales and the cost of each. Almahira plans, builds and manages these campaigns for businesses in the UAE, with tracking set up before any budget goes live.

Google and Meta do different jobs. Search ads reach people who are already looking for what you sell, so they usually come first for lead generation. Meta ads put an offer in front of people who weren't searching, which suits visual products, launches and promotions, at lower intent. Many UAE enquiries arrive by WhatsApp or phone rather than through a form, so tracking has to count those too. And because each platform tends to claim the same sale, we judge results against your CRM, not the ad dashboards alone.

We start from your numbers: what a customer is worth, how many leads you close and what you can afford to pay per lead. Then we set up GA4, Google Ads conversions, the Meta Pixel and the Conversions API with consent in place, run a test with a set budget and time frame, and scale what pays back. The ad accounts are in your business's name, spend is billed to your card, and you can see every dirham.

Key facts

Meta's learning phase
Meta says an ad set usually leaves learning after about 50 results in the week after its last significant edit
Pixel and Conversions API
Meta removes duplicates when browser and server events share the same event name and event ID and arrive within 48 hours
GA4 key events
GA4 now calls conversions "key events"; for bidding, you create a Google Ads conversion from a key event
Location targeting
Google Ads defaults to "Presence or interest", which can reach people elsewhere who show interest in your area; "Presence" keeps ads to people likely to be there
Consent
The PDPL prohibits processing personal data without consent unless an exception applies, and electronic identifiers count as personal data
Property ads in Dubai
Need a Dubai Land Department ad permit, online ads included, and DLD requires the permit's Madmoun QR code on every real estate ad

You spend on ads but can't connect the spend to sales, or a previous agency set up accounts you don't fully control.

How it works

  1. Numbers first

We work out what a customer is worth, how many leads you close and the most you can pay per lead or sale, so every later decision has a yardstick.

  2. Tracking and consent

We set up or repair GA4, Google Ads conversions, the Meta Pixel and the Conversions API, plus form, call and WhatsApp click events, and test them before launch.

  3. Build

We structure campaigns around intent, write ads in English and Arabic, choose location settings and match each ad to a landing page.

  4. Test

We run a set test budget for an agreed period, review lead quality with your team from the first week and avoid edits that restart the platforms' learning.

  5. Optimise and scale

We cut what doesn't pay back, add negative keywords, refresh creative, feed qualified leads back to the platforms and move budget to what works.

  6. Report

Each month we reconcile platform numbers with your CRM and report cost per qualified lead or sale, what changed and what we will test next.

Typical timeline

Campaigns can usually launch within days of tracking being ready, once Google and Meta have reviewed the ads. Google may also ask a new advertiser to complete advertiser verification, and can restrict or pause ads until it is done. Expect the first weeks to be a learning period: Meta says an ad set usually needs about 50 results in a week to leave its learning phase, and lead quality takes longer to judge than click costs.

Common questions

How do you work out what we can afford to pay per lead?

We work backwards from your margins. Take the gross profit from an average new customer and multiply it by the share of leads you usually close: that is the most you can pay per lead before losing money. Say a new client brings AED 8,000 in gross profit and you close one lead in five; your break-even cost per lead is AED 1,600. We set targets below that line and test against them.

Should we start with Google Ads or Meta Ads?

Usually Google, if people already search for what you sell, because search ads reach them while they are looking. Start with Meta when demand has to be created: a new concept, a visual product, an event or an offer nobody searches for. Many businesses end up running both, with Meta also retargeting people who visited from search. We decide from your search volumes, margins and sales cycle, then test.

How do you keep lead quality high?

By filtering at each step. On Google we add negative keywords, use the Presence location setting when you only serve people in the UAE, and ask form questions that screen out poor fits. On Meta we can use higher-intent instant forms, which add a review screen before people submit. Most important, we feed qualified leads and sales from your CRM back to both platforms, so their bidding learns which leads matter.

Do we need cookie consent for ad tracking in the UAE?

Onshore UAE law has no rule written just for cookies, but asking first is the safe approach. The PDPL prohibits processing personal data without consent unless an exception applies, and it counts electronic identifiers as personal data. Our own site loads Google Analytics only after a visitor accepts cookies, and Google's consent mode passes each visitor's choice to Google tags, which don't store cookies when consent is denied. This is general information, not legal advice.

What access do you need to our ad accounts?

Partner access, not ownership. On Meta, you add us as a partner in your business portfolio and assign the ad account, Pixel and Page with the permissions we need. On Google Ads, you accept a link request from our manager account. Billing stays on your card and the accounts stay in your name, so you can remove our access at any time without losing history or audiences.

Why shouldn't we change the campaigns every few days?

Because each significant edit sends a Meta ad set back into its learning phase, when results are less stable and usually cost more. Meta says an ad set typically leaves learning after about 50 results in the week after its last significant edit, and advises realistic budgets and fewer ad sets. Google's automated bidding also needs time and conversion data. We make planned changes on a schedule, not daily reactions.

Do property and clinic ads need approvals in Dubai?

Yes. Real estate ads in Dubai need a Real Estate Ad Permit from the Dubai Land Department, which covers online ads, and DLD requires the permit's Madmoun QR code on every real estate ad. Dubai health facilities follow DHA standards for medical advertising on social media, including approval by the facility's medical director. Google and Meta add their own rules for health, finance and property ads. We check approvals before launch.

How will we know the ads are actually working?

By looking past the platforms' own numbers. Google and Meta can both count the same sale, so we compare their reports with the leads and sales recorded in your CRM, and report cost per qualified lead or per sale. With larger budgets we can also test whether a channel adds sales at all, by pausing it for a period or in one area and watching total enquiries.
