Retargeting shows ads to people who have already visited your website or engaged with your business, on Google Search, YouTube, Facebook, Instagram and partner sites. It usually reports a low cost per lead, because these people already know you. That is also its weakness: it is the channel most likely to take credit for enquiries that would have arrived anyway. Any retargeting ads agency in Dubai can switch it on in an afternoon. The skill is in the audiences, the exclusions, the frequency and proving that it adds sales.
This is general information, not legal advice. Retargeting relies on personal data, so the consent section below matters as much as the targeting.
How retargeting audiences are built
| Google Ads | Meta | |
|---|---|---|
| Website visitors | Data segments built by the Google tag | Website custom audiences from the Meta Pixel or Conversions API |
| Engagement | YouTube users, app users and callers | Video viewers, lead form openers, Instagram and Facebook Page engagers |
| Customer lists | Customer segments, through Customer Match | Customer list custom audiences, hashed before matching |
| Minimum to serve | 100 active users in the last 30 days, on Display, Search and YouTube | No published number; Meta suggests waiting for several hundred people |
| How long people stay | 30 days by default, 540 at most | You set the days; engagement windows run up to 730 days for Page and Instagram engagers and 90 for lead forms |
Two practical points follow. First, audiences fill only from the moment you create them. Google says a new segment starts with no users, and Meta says website audiences don't backfill. Create the audiences you will want, such as all visitors, pricing-page visitors and people who started a form, on the day you install the tags.
Second, audiences are always smaller than your traffic. Meta counts unique people it can match to an account, leaves out those who opted out of online behavioural advertising, and loses some iPhone users after Apple's iOS 14 changes. Meta can also build website audiences from events your server sends through its Conversions API, which helps when the browser Pixel misses visits. Our guide to GA4, the Meta Pixel and the Conversions API covers the set-up.
Google's segments work in Search campaigns as well as on YouTube and display, so a past visitor who searches for your service again can be treated differently. Our guide to Google Ads for lead generation explains how that fits a search account.
Consent, privacy and the UAE rules
The PDPL defines personal data to include online identifiers and location, and it makes consent the default legal ground for processing. Ad tags that follow visitors across other sites are hard to justify without consent, so the cautious set-up blocks Google and Meta advertising tags until a visitor agrees. Our guide to the UAE data protection law covers consent in detail.
The platforms add their own conditions:
- Google requires your privacy policy to explain that you use data segments, that third-party vendors including Google show your ads on other sites using cookies or device identifiers, and how visitors can opt out.
- Meta's Custom Audience terms require you to have the rights, permissions and legal basis to use the data, and to remove people who opt out.
- Sensitive categories. Google bars advertisers in sensitive interest categories, such as health, gambling and negative financial status, from using advertiser-curated audiences, and people under 18 are not eligible for personalised ads at all.
- Customer lists. Upload only customers who agreed to marketing. The PDPL gives people the right to object to processing for direct marketing, including related profiling, and an objection should remove them from every list.
- Apps. Since iOS 14.5, apps must ask permission through Apple's App Tracking Transparency before tracking people across other companies' apps and websites. Without it, the device's advertising identifier reads as zeros, which is one reason audiences and reported conversions are smaller than they once were.
For transparency about our own set-up: this website loads GA4 only after a visitor accepts analytics cookies, and its Google tag keeps ad storage and ad personalisation switched off, so visits here don't feed Google Ads audiences.
Frequency, sequencing and exclusions
Most retargeting problems are audience problems.
- Exclude converters. People who enquired or bought recently, uploaded customers and current clients shouldn't keep seeing "get a quote" ads. Use thank-you page visitors and customer lists as exclusions.
- Split by intent. A blog reader is not the same as someone who opened your pricing page twice. Give high-intent visitors shorter windows and more direct offers.
- Match the window to your sales cycle. A restaurant might retarget for a week; a B2B consultancy with a three-month cycle might keep people for 90 days.
- Sequence the message: proof first, such as a review or short case study, then the offer, then a reminder. Rotate creative before people stop seeing it.
- Watch frequency, which is impressions divided by reach. Google lets you cap it in Display and Video campaigns, though not in Demand Gen. On Meta, watch the frequency column and refresh creative or widen the window when it climbs.
- Keep retargeting out of automated audience expansion. Meta recommends testing its Advantage+ audience for almost every campaign type except retargeting.
Creative that gives people a reason to come back
A retargeting ad's job is to answer whatever stopped the visitor from enquiring the first time.
- Price uncertainty: show a starting price, or what's included.
- Trust: a genuine review, a short case study, your licence and your office.
- Timing: a real reason to act now, such as a limited intake or an event date. Never invent urgency.
- Language: Arabic and English versions that match the page the person visited.
Talk about the service, not the visit. "Still thinking about that Business Bay office?" feels like being followed, and it can reveal what someone browsed to anyone looking at their screen. Our guide to Facebook and Instagram ads for UAE small businesses covers formats and creative in more depth, and a strong destination matters as much as the ad: see conversion rate optimisation.
Is retargeting adding sales or just taking credit?
Platforms report conversions from people who saw or clicked an ad. Many of those people were coming back anyway: they had your tab open, had already booked a call, or were about to search your name. What matters is incrementality, the sales that happen because of the ads.
- Google's Conversion Lift based on users needs at least 1,000 observed conversions and a minimum campaign budget of USD 5,000, as of October 2026. That rules it out for most small advertisers.
- Meta's Experiments tool runs conversion lift tests that split people into a test group and a holdout group that doesn't see the ads; the difference between them is the lift. Some tests show spend minimums when you set them up.
- A holdout of your own. Say retargeting reports 30 leads a month. Pause it for four weeks, keep everything else unchanged, and compare total qualified leads and closed deals in your CRM with the four weeks before. If the total barely moves, most of those 30 would have come anyway. Avoid comparing a Ramadan month with a normal one.
- Treat view-through conversions with suspicion. Report them separately from click-through conversions, never added together.
If the holdout shows real lift, keep retargeting and refine it. If it doesn't, move the budget to campaigns that reach new buyers.
What to ask a retargeting ads agency in Dubai
- Which audiences, windows and exclusions they will build, and why.
- How the tags respect consent, and what goes into your privacy policy.
- Whether the ad accounts, pixels and audiences sit in your own business accounts.
- How they will show lift, rather than only the platforms' own conversion counts.
- How they will monitor frequency and refresh creative.
