Facebook and Instagram ads can fill a UAE sales pipeline quickly, and fill it just as quickly with people who never answer the phone. Which of the two you get depends less on targeting, which Meta's delivery system now largely handles itself, than on the offer, the creative, the form you ask people to complete and whether your CRM tells Meta which leads were real.
This guide sets out the setup we would use for a small UAE business, within Meta's rules and the UAE's. Don't expect anyone to quote a cost per lead in advance: Meta's learning phase exists because its own system doesn't know yet either.
Which objective suits a Meta Ads lead generation strategy?
Meta has six objectives: Awareness, Traffic, Engagement, Leads, App promotion and Sales. For enquiries, choose Leads. Meta describes it as collecting leads through messages, phone calls or sign-ups, and it gives you performance goals built around lead quality, covered below.
Sales fits businesses where the result is a purchase or booking on the website. Engagement can send people to a chat, but it looks for people likely to message you, which isn't the same as people likely to buy. Click-to-WhatsApp ads work under all of these, so the objective should follow the result you want, not the button.
Instant form, website or WhatsApp?
| Where the lead happens | Suits | Watch out for |
|---|---|---|
| Instant form | Simple offers, fast volume on mobile | Low-effort submissions |
| Your website | Considered purchases, detailed offers | Needs a fast page, the Pixel and the Conversions API |
| Businesses that already sell in chat | Someone must reply quickly, every day |
Instant forms open inside Facebook or Instagram and can prefill contact details, which is why they produce volume and why some of it is weak. Meta offers three form types: More volume (the default), Higher intent and Rich creative. Higher intent adds a line under the contact fields saying your business may follow up and a review screen before submitting. Meta notes it only runs in Facebook Feed and Instagram feed on mobile. Leads can be downloaded for 90 days, so connect a CRM rather than relying on exports.
Website forms suit offers that need explaining, but they only work as well as the page. Our guide to landing pages for UAE lead generation covers what that page needs.
WhatsApp suits businesses whose sales already happen in chat. You need the WhatsApp Business app or the API, connected to your Page or business portfolio. If you use instant forms, Meta also lets you choose WhatsApp conversations as the follow-up, so you can chat with people after they submit. Our guide to WhatsApp on your website covers the handover from chat to CRM.
Audiences: let Advantage+ search, but set the limits
Advantage+ audience lets Meta's AI find people from signals such as past conversions, pixel data and interactions with earlier ads. You give it two kinds of input:
- Audience suggestions: age, gender, detailed targeting and custom audiences to include. Meta shows ads to people who match them, and to others when that is likely to perform better.
- Audience controls: locations, minimum age, languages and custom audiences to exclude. These limit who can see your ads.
For a UAE business, the controls do the real work. Set the location to the UAE, or only the emirates you serve, and leave the option to reach people beyond your locations switched off. Exclude existing customers and recent leads with custom audiences. Use the language control only when the offer genuinely depends on it, such as an Arabic-only service. Meta recommends testing Advantage+ audience for almost every campaign type except retargeting, which works differently; our guide to retargeting website visitors explains it.
Creative for Reels and Stories, in Arabic and English
Reels and Stories fill the screen vertically, so design for 9:16 first. Meta's specification for Reels ads recommends 1440 by 2560 pixels, and asks you to keep the top 14%, the bottom 35% and 6% on each side free of text and logos, because the profile icon and call to action sit there.
- Make separate Arabic and English ads rather than cramming both languages into one frame. Arabic reads right to left, so layouts, captions and on-screen text need an Arabic-literate designer, not a mirrored English file.
- Choose a register and keep it. Modern Standard Arabic and Gulf dialect speak to people differently; decide which suits your brand and audience.
- Plan for captions and sound. Meta recommends captions and strongly recommends sound for Reels ads.
- Use cleared audio. For licensed music, Meta recommends original audio or tracks from the Meta Sound Collection.
- Show the offer early. Say what you do, for whom and what happens next, in the first few seconds.
Reels that already perform organically are good raw material for ads. Our guide to growing an Instagram account organically covers that side.
Special ad categories: do they apply in the UAE?
Meta requires you to declare a special ad category when ads concern housing, employment, financial products and services, or social issues, elections or politics. The category for financial products and services replaced the older credit category.
The audience restrictions that come with the housing, employment and financial categories, such as limits on age, gender and postcode targeting and on lookalike audiences, apply to advertisers based in or reaching the United States, and to ads reaching Canada and certain European countries. A UAE business advertising only to people in the UAE isn't currently caught by those limits; a Dubai property campaign aimed at buyers in Canada or the US is. Campaigns in these categories also can't use Advantage+ audience.
Pixel, Conversions API and the learning phase
For website leads, run the Meta Pixel and the Conversions API together, with a shared event ID so Meta counts each lead once. Our guide to GA4, Meta Pixel and Conversions API tracking walks through the setup.
Then choose a performance goal. Meta's options for lead ads are:
- Maximise number of leads: the most submissions.
- Maximise number of qualified leads: people more likely to convert after submitting. Since April 2026, new campaigns can only use this goal with a Conversions API integration, and existing campaigns are affected from August 2026.
- Maximise number of leads through messaging: still being rolled out, so you may not see it yet.
- Maximise value of conversions: for leads you can give different values.
The qualified leads goal needs your CRM to tell Meta what happened to each lead. Meta asks you to send every lead status update while the ad set is learning.
On learning, Meta says ad sets usually exit after about 50 results in the week after the last significant edit, and that editing during learning restarts it. Avoid daily tinkering, too many ad sets and budgets too small to reach that number.
Keeping lead quality up
- Use the Higher intent form type when every lead gets a follow-up call.
- Ask multiple-choice qualifying questions, such as timeline or service needed. Meta says fewer questions bring more submissions and more questions usually bring better-quality leads.
- Move to the qualified leads goal once your CRM is connected.
- Schedule ads for when you can respond. Meta suggests ad scheduling so your team is ready for leads as they arrive.
- Call back fast. A lead that waits until tomorrow may already have spoken to a competitor.
UAE rules your ads must follow
Advertising falls under Federal Decree-Law No. 55 of 2023 on Media Regulation. The National Media Authority, which took over the UAE Media Council's role under Federal Decree-Law No. 11 of 2025, publishes 20 media content standards. They include respect for religion and national symbols, privacy and children's rights, and one aimed squarely at advertising: ads must respect the UAE's culture, identity and values. The advertising standards, as summarised by the law firm Al Tamimi & Company, also rule out false or misleading claims, exaggeration, claims of exclusivity, disparaging competitors, and promoting alcohol, tobacco or narcotics.
Some sectors need a permit before the ad runs. Dubai Land Department requires real estate companies in Dubai to get an advertising permit through its Trakheesi system before publishing property ads, and the permit types include electronic advertisements. If you pay creators to feature your business, the National Media Authority issues a permit for individuals who publish advertising content on social media; our guide to influencer marketing in the UAE covers it. This is general information, not legal advice.
Working with a Facebook and Instagram ads agency in Dubai
Set up ownership before anyone starts work. Your company's business portfolio should own the Facebook Page, Instagram account, ad account and pixel, and the agency should be added as a partner. Each asset can belong to only one portfolio, so an account created inside an agency's portfolio is hard to take back later.
Then agree what success means: cost per qualified lead and customers won, read from your CRM, plus a steady rhythm of new creative tests. Our performance marketing team runs Meta campaigns on that basis, with the Conversions API connected and the accounts in your name.
