Qualified leads from Google Ads come from a few unglamorous decisions: bidding on searches that show buying intent, showing ads only to people who can become customers, and telling Google which enquiries turned into business. The last one is where many accounts fall down. Good Google Ads management in Dubai is less about clever ad copy than about settings, negative keywords and the data you send back.
No one can tell you your cost per lead before the campaigns run, and anyone who promises a number of leads is guessing. What you control is the setup. This guide covers it in the order we would check an account.
Which campaign types work for lead generation?
Four campaign types matter for most lead generation accounts.
| Campaign type | Where ads show | Fits lead generation when |
|---|---|---|
| Search | Google search results | People already search for what you sell |
| Performance Max | Search, YouTube, Display, Discover, Gmail and Maps | Your conversion data reflects qualified leads |
| Demand Gen | YouTube (including Shorts), Discover, Gmail and the Display Network | You need to create demand or reach past visitors |
| Video | YouTube | You want reach and views rather than leads |
Search should carry most of a new account's budget: the searcher has already told you what they want. Performance Max reaches far more inventory, and it optimises towards whatever you count as a conversion. If raw form fills are your conversion, it will find people who fill in forms, including people who never answer the phone. Add it once you can feed it qualified-lead data.
YouTube has changed for lead generation. Google stopped new Video action campaigns in April 2025 and upgraded the last of them to Demand Gen by April 2026, so conversion-focused YouTube campaigns now run as Demand Gen. Lead forms didn't make that move; Google points advertisers who need them to Performance Max. Demand Gen can also reach people who visited your site and left, which our guide to retargeting with Google Ads and Meta Ads covers.
Keywords, match types and negative keywords
Intent lives in the words people type. "Office cleaning quote Dubai" is a buyer; "cleaning jobs Dubai" is a job seeker, and both can match a cleaning company's keywords. Google defines three match types:
- Exact match: searches with the same meaning or intent as the keyword.
- Phrase match: searches that include the meaning of the keyword.
- Broad match: related searches, including some that don't share the keyword's direct meaning. It is the default, and Google says it should be paired with Smart Bidding.
A practical order is to start with exact and phrase match on your core services, read the search terms report every week, and widen to broad match once your conversion data reflects qualified leads. Broad match works from the signals you give it. Give it raw form fills and it finds more form-fillers.
Build a negative keyword list before launch: jobs, careers, vacancy, salary, course, training, free, PDF, and any service you don't offer.
AI Max for Search, an optional layer inside Search campaigns, widens matching beyond your keywords, generates ad text and can send people to other pages on your site. Its search term matching doesn't work with manual CPC. On an account with one clear offer, test it as an experiment before switching it on everywhere.
Location settings: people in the UAE, or people interested in it?
Google gives you two ways to include a location. "Presence or interest", the default and the option Google recommends, reaches people who are in or regularly in your locations, plus people who have shown interest in them. "Presence" reaches only people who are in or regularly in your locations. Exclusions always work on presence.
Say you run a Dubai home-maintenance company. Someone in London who plans to move next year searches "AC servicing Dubai" to research prices. With "Presence or interest" they can see your ad and click it; with "Presence" they can't. For a business that can only serve people already here, that click is wasted.
The exception is a business whose buyers live abroad, such as a developer selling to overseas investors. Even then, give each target country its own campaign and budget, so you can see what each market costs.
Arabic and English ads
Research Arabic keywords separately rather than translating your English list, have the Arabic ads written by someone fluent, and send Arabic clicks to an Arabic page. An Arabic ad that lands on an English form wastes the click. Our guide to landing pages that convert covers what that page needs.
Google is changing how language targeting works. From September 2026 the campaign-level language setting is being removed from Search campaigns, and Google says Search ads will match on the language of the ads themselves, giving priority to ads in the language of the search. In Performance Max the setting no longer applies to the Search Network, though it still applies to YouTube, Display, Discover and Gmail. Your ad copy now does the language targeting, so keep Arabic and English in separate ad groups with matching keywords and pages.
Call, lead form and message assets
Assets let people respond without visiting your site. Three matter for leads.
- Call assets. Google removed the option to create new call-only ads in February 2026, and existing ones stop showing in February 2027, so put your number in call assets on responsive search ads. One UAE catch: Google's forwarding numbers, which let it measure call length, are offered in 30 countries, and the UAE isn't one of them. Without one, Google classifies call conversions from ad interaction data rather than call length, so treat call counts as taps and record answered calls in your CRM.
- Lead form assets. A form inside the ad, for Search and Performance Max, open to eligible advertisers depending on policy history, business category and country. If your team follows up every lead, choose "More qualified" over the default "More volume": it adds steps, which usually means fewer but more interested leads. Leads can be downloaded for only 30 days, so connect a webhook or CRM integration.
- Message assets. Still in beta, these add a WhatsApp, SMS, Messenger or Zalo button to Search and Performance Max ads, and they require advertiser verification. If the option appears in your account, it suits businesses that already sell over WhatsApp.
How do you get qualified leads, not just form fills?
Bidding can only optimise towards what you measure. If every form submission counts, spam and time-wasters count as success.
- Track enquiries on your site with the Google tag or Google Tag Manager, firing only when a form is actually received, with calls and WhatsApp clicks as separate actions. Our guide to conversion tracking with GA4 and the Meta Pixel shows how.
- Store the click ID. Save the GCLID from the landing page address with each lead in your CRM. Google recommends sending it even when you also send customer data.
- Turn on enhanced conversions. Since April 2026, enhanced conversions for web and for leads are a single setting. The tag collects the email or phone number from the form, hashes it and sends it with the conversion. You must accept Google's customer data terms first.
- Send outcomes back. Mark leads as qualified or converted in your CRM and upload them through Google Ads Data Manager, ideally daily. Google now describes the older offline conversion import as a legacy feature.
- Make qualified leads the primary goal. Google says lead-generation goals such as qualified lead or converted lead also switch on invalid-traffic protections built for lead generation. Keep raw form fills as a secondary action so you can still see them.
Choosing a bid strategy
Smart Bidding sets a bid for each auction from signals you can't see. Google simplified the names in June 2026: "Maximise conversions with a target CPA" is now just Target CPA, and the value-based version is Target ROAS. Enhanced CPC has not been available for Search campaigns since the end of March 2025.
- New account, little data. Google's lead generation guidance asks for at least 15 conversions in the last 30 days at account level. Until you have that, keep bidding simple, such as Maximise conversions without a target, and watch search terms closely.
- Steady qualified-lead volume. Target CPA on the qualified-lead action, which is what Google recommends when you can't give leads different values.
- Leads worth different amounts. If one service is worth far more than another, set conversion values and use Maximise conversion value or Target ROAS. Google recommends value-based bidding whenever you can value leads differently.
Give changes time. Google suggests judging Smart Bidding over periods with at least 30 conversions (50 for Target ROAS), and for Performance Max it asks for one to two weeks, or up to six for complex or low-volume setups, before major changes.
Why lead quality drops, and how to fix it
| What you see | Likely cause | What to do |
|---|---|---|
| Junk names, fake numbers, bot-like forms | Unprotected forms, broad inventory | reCAPTCHA, server-side validation, a qualified-lead goal |
| Job seekers calling | Missing negative keywords | Add job terms as negatives, review search terms weekly |
| Enquiries from outside the UAE | "Presence or interest" setting | Switch to "Presence" or split campaigns by country |
| Leads for services you don't sell | Broad matching or Final URL expansion | Tighten match types, exclude URLs or turn expansion off |
| Good leads that never close | Slow follow-up | Measure response time in your CRM and fix it first |
What to expect from Google Ads management services in Dubai
Whoever manages your account, some things are non-negotiable: the account belongs to your company, someone on your side holds admin access, and billing runs on your company's payment method. Google says all advertisers will eventually need advertiser verification, and in some cases it pauses an account until that is done. Your organisation's name and location appear in ad disclosures, so verify with the legal name exactly as it appears on your documents.
A monthly report should show spend, leads, qualified leads and customers won from your CRM, plus the search terms reviewed, negatives added and tests running. Clicks and impressions belong in the appendix. If you're still deciding how Google fits next to Meta and other channels, start with our performance marketing plan for small businesses.
Our performance marketing team runs Google Ads this way: tracking first, accounts in your name and reports tied to qualified leads. If you'd like a second opinion on an existing account, ask us for an audit.
