The application itself is the quick part. The residency authorities quote turnaround times measured in days once a complete file is in. The weeks go into what comes before: choosing the right category, getting a nomination if your route needs one, and preparing documents that stand up to checking.
Which authority handles your file depends on where you will live. For Dubai residence it is GDRFA Dubai, the emirate's residency authority; for the other emirates it is the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). Nobody can guarantee the outcome. The authorities decide, and a nomination letter is not an approval.
Which channel do you use?
| Your situation | Where you apply | Notes |
|---|---|---|
| Dubai, most categories | GDRFA Dubai website or app, or an Amer centre | Sign in online with UAE Pass |
| Dubai, property investor | Dubai Land Department Golden Visa centres | In person, inside the UAE |
| Other emirates | ICP smart services or the UAEICP app | ICP centres and accredited typing centres also take files |
| Applying from abroad | An entry permit first, then the steps below | ICP lists a six-month multiple-entry permit for most categories |
Amer centres handle GDRFA Dubai applications over the counter. Our guide to Amer, Tasheel and typing centres explains what each one does. If you are not yet resident and have no UAE Pass, both ICP's smart services and GDRFA's online system also let you sign in with a username.
Step by step
- Confirm your category. Use ICP's online eligibility check or our Golden Visa eligibility check, then read the criteria for your route, such as our guides for skilled professionals and property investors.
- Get a nomination if your route needs one. The next section lists who nominates whom.
- Prepare your documents. Your passport must be valid for at least six months. Attest and translate anything issued abroad that needs it.
- Submit and pay through the right channel.
- Receive initial approval. If you already hold UAE residence, ICP's published steps say it is cancelled after initial approval, not before. Pay any outstanding fines, because they hold up the change of status.
- Enter the UAE or change status. From abroad you enter on the entry permit; inside the country your status is adjusted.
- Take the medical test and arrange health insurance. Applicants aged 18 and over take a medical fitness test.
- Complete Emirates ID biometrics if you are asked to. The residence is then issued and your Emirates ID delivered.
Say you are a software engineer in Dubai with a degree from abroad, applying as a skilled professional. The Ministry of Higher Education and Scientific Research lists 18 working days for degree recognition, and attestation before that can take longer. GDRFA then lists 48 hours for a decision on a complete file, and the medical test and Emirates ID follow. Almost all of the calendar time sits in step 3, so that is where to start.
Family members come after your own permit. Our guide to sponsoring your family on a Golden Visa covers their files.
Do you need a nomination first?
Several routes start with a recommendation from another authority, and the file can't move until you have it. In Dubai, GDRFA's service pages name these nominating bodies:
- Entrepreneurs: Dubai Future Foundation (see our guide for entrepreneurs)
- Creatives: Ministry of Culture, Dubai Culture and Arts Authority or the National Media Authority
- Athletes: Ministry of Sports or Dubai Sports Council
- Digital technology talent: the UAE Council for Artificial Intelligence and Digital Transactions
- Inventors: Ministry of Economy or the relevant local authority
- Scientists: the Emirates Scientists Council
- Elite health, education and industry specialists: the relevant ministry or local authority
Investors, property owners and salaried professionals don't need a nominating body; their evidence is the title deed, audit report or salary file. ICP also runs a nomination request service for every Golden Visa category, where you upload proof of eligibility. As of October 2026 it lists AED 150 in service charges.
What documents does each route need?
Every applicant needs a passport valid for at least six months and a colour photo. On top of that:
| Route | Core documents |
|---|---|
| Property in Dubai | Title certificate, plus the bank's no-objection letter if mortgaged |
| Skilled professional | Contract or salary certificate, six months of bank statements, attested or recognised degree |
| Company investor | Certified audit report, trade licence, company bank statement |
| Tax contributor | Federal Tax Authority letter, trade licence |
| Entrepreneur or talent | Nomination or approval letter |
Degrees and certificates issued abroad usually need attestation first, and that is often the slowest part. Our guide to document attestation in the UAE explains the stages.
Applying from outside the UAE
You don't have to be resident first. ICP's Golden Residency guide says eligible applicants outside the UAE get a six-month multiple-entry visa, renewable for another six months, to enter and complete the residence steps. ICP's service card for this permit lists investors, real estate investors, scientists and specialists, talented people, top students and graduates, humanitarian pioneers and frontline workers. As of October 2026, ICP lists AED 1,250 in fees for it: an AED 1,000 issue fee plus request and service charges.
If you will live in Dubai, confirm with GDRFA or your PRO which entry permit applies to your file before you book travel. Property investors applying through the Dubai Land Department need particular care: DLD requires the applicant to be inside the UAE and to attend in person.
What are the official fees?
Government fees depend on the route and the channel. These are the published figures as of October 2026:
| Fee | AED | Published by |
|---|---|---|
| Nomination request | 150 | ICP |
| Six-month entry permit | 1,250 | ICP |
| Residence permit fee | 1,100 plus small add-ons | GDRFA Dubai |
| Applying from inside the country | 500 | GDRFA Dubai |
| Property investor package, all-in | 9,884.75 | Dubai Land Department |
GDRFA notes that its issue fee rises for permits longer than two years, so the final figure depends on the term. Medical tests, Emirates ID and health insurance are separate unless a package such as DLD's includes them. Typing centres and consultants add their own service fees.
Why do applications get delayed or rejected?
- Incomplete files. ICP rejects an application automatically if the missing information isn't supplied within 30 days of it being returned, or if it is returned three times.
- Documents that disagree. A salary certificate that doesn't match the bank statements, or a title deed in a different name from the passport.
- Attestation left late. Degrees and marriage or birth certificates often take longer than the visa.
- Unpaid fines. They stop the change of status until they are paid.
- The wrong category. If you qualify in more than one way, choose the route where your evidence is simplest to prove.
ICP says it usually gives the reason for a rejection but may choose not to. Fees, including health insurance fees, are refunded only if the main application is rejected.
If you want a second pair of eyes on your file before you submit, our Golden Visa team can check it and handle the submission for you.
