Mobile app development in Dubai: cost, timeline and choosing a developer

Websites & AppsAlmahira Editorial Team8 min read

The price of an iOS and Android app is set by its scope: how many types of user it serves, what the backend and admin panel must do, which systems it connects to, and whether it works in Arabic as well as English. The fixed costs are small by comparison. As of October 2026, the Apple Developer Program costs USD 99 a year and a Google Play developer account costs USD 25 once. Almost everything else in a quote from a mobile app development company in Dubai is people's time, so the useful question is what exactly you are asking them to build.

How much does it cost to develop an Android and iOS app in the UAE?

A quote is effort multiplied by a rate. Rates differ between freelancers, local studios and offshore teams, but effort is driven by the same things everywhere:

Cost driverWhy it moves the price
User types and screensA customer app, a staff app and an admin panel are three products, not one
Backend and admin panelAccounts, bookings, orders and notifications need a server, a database and a place for your team to manage them
IntegrationsPayments, maps, your CRM, accounting or POS, and UAE PASS each add build and testing time
Arabic and right-to-leftMirrored layouts, Arabic fonts, translated copy and a second round of testing
Real-time and offline featuresLive tracking, chat and offline use are harder to build and test than forms and lists
Design depthA custom design system costs more than adapting standard iOS and Android components

Two quotes for "the same app" are rarely for the same scope. Before you compare numbers, ask each developer for a feature list with its assumptions: which screens exist, what the admin panel does, which integrations are included and who supplies the content.

Say you run three beauty salons and want an app for bookings and loyalty points. Bookings with card payment, in Arabic and English, plus a simple admin panel for your receptionists, is one scope. Add a loyalty scheme, a separate app for therapists and a link to your POS, and you have added three more components, each with its own design, build and testing. Launching with bookings and adding the rest once customers use the app is usually cheaper, and it shows you which features people actually want.

Native or cross-platform?

You can build two native apps, in Swift for iOS and Kotlin for Android, or one cross-platform app with a framework such as Google's Flutter or React Native, which Meta maintains.

For most business apps, such as bookings, ordering, loyalty and field-service tools, cross-platform is a sensible default: one codebase, one team, and new features reach both platforms together. It does not halve the bill, though. The backend, the admin panel and the design are shared work in either approach, and testing still has to cover both platforms.

Native earns its extra cost when the app leans heavily on the device, such as Bluetooth hardware, advanced camera work or background location, or when it must behave exactly like each platform. Ask your developer which of your features would be harder in their chosen framework, and get the answer in writing.

There is a third option people overlook: you may not need a store app at all. A fast mobile website, or a web app for staff, avoids store review and updates instantly. Apple's guidelines also say an app should offer more than a repackaged website, so a thin wrapper around your existing site risks rejection.

The costs that sit outside the build

ItemCost, as of October 2026Notes
Apple Developer ProgramUSD 99 a yearShown in local currency where available
Google Play developer accountUSD 25, oncePaid at registration
Store commissionOnly on digital goods and subscriptionsPhysical goods and services go through your own payment gateway
Hosting and servicesMonthly, based on usageServers, database, push notifications, maps, SMS
MaintenanceOngoingNew OS versions, store deadlines, bug fixes, security patches

On commission, Apple requires in-app purchase for digital content and features, and its Small Business Program charges 15% to developers with up to USD 1 million a year in proceeds. Apps that sell physical goods or services used outside the app, such as food, deliveries or appointments, must use other payment methods, like Apple Pay or card entry through your gateway. Google Play's payments policy says the same: its billing system must not be used for physical goods and services such as food delivery. Google is rolling out new service fees market by market during 2026, so check its current fee page if you sell digital products.

Maintenance is the line most budgets miss, because both stores raise their minimum requirements every year. Since 28 April 2026, apps uploaded to Apple must be built with Xcode 26 or later and the iOS 26 SDK, so even a one-line fix needs a current toolchain. From 31 August 2026, new apps and updates on Google Play must target Android 16 (API level 36), and existing apps that don't target at least Android 15 stop being available to new users on newer Android versions. An app nobody updates gradually stops reaching new customers, even when nothing is broken.

What happens in each phase

  1. Discovery and scope. User types, features, integrations and what version 1 must include. The output is a written scope and clickable wireframes, which is what a fixed price should be based on.
  2. Design. Screens for both platforms, in both languages if you need them. Approve designs before development starts, because changing them later costs far more.
  3. Build. Usually in short sprints, backend first, with test builds you can install on your own phone along the way.
  4. Testing. Real devices, both languages, slow connections, failed payments and odd edge cases. Have people outside the project try it.
  5. Store review. Apple says it typically reviews at least 50% of submissions within 24 hours and 90% within 48 hours, but incomplete submissions are delayed or rejected. On Google Play, personal accounts created after 13 November 2023 must first run a closed test with at least 12 testers for 14 consecutive days.
  6. Launch and maintenance. Crash monitoring, the first round of fixes, then planned releases.

Timelines usually slip in two places: waiting for decisions and content from the client, and third-party approvals. Open your store accounts at the start, not the week before launch. Apple and Google both require organisations to have a D-U-N-S number, which Dun & Bradstreet issues free, and Apple says to allow up to five business days to receive one and up to two more for Apple to receive it. Apple also expects a working website on your own domain and a work email address on that domain.

UAE PASS, payments and Arabic

UAE PASS, the national digital identity, is open to private companies for sign-in and digital signatures, not only to government bodies. Its onboarding is a project of its own. You request integration through the UAE PASS developer portal with a valid UAE trade licence, submit questionnaires, a user-flow diagram and wireframes, and wait for your use case to be approved. Then you build against staging credentials, sign a service provider agreement, pass an assessment and only then receive production credentials. If your app needs UAE PASS, start this alongside design.

Payments run through a payment gateway that supports cards and wallets such as Apple Pay. Choose it early, because its SDK and its merchant onboarding shape your checkout and your launch date.

Arabic is a build requirement, not a translation task. Layouts must mirror for right-to-left reading, phone numbers and prices stay left to right, and every screen needs testing with real Arabic text. Our guide to building a bilingual Arabic and English website explains the same principles for the web.

Privacy rules the stores enforce

Apple requires app privacy details in App Store Connect for every new app and update, covering what your own code and any third-party SDKs collect. Its guidelines require explicit permission through App Tracking Transparency before you track people's activity across other companies' apps and websites. They also require you to disclose, and get explicit permission, before sharing personal data with third parties, third-party AI included. Google Play has its own Data safety form.

If people can create an account in your app, both stores require a way to delete it. Apple wants deletion inside the app; Google wants an in-app path plus a web link where people can request deletion. Apple also says apps in regulated fields, such as banking, healthcare and crypto exchanges, should be submitted by the legal entity that provides the service rather than by an individual developer.

The UAE's Personal Data Protection Law (PDPL) also covers the personal data your app collects, from names and phone numbers to location. Our guide to the UAE data protection law explains consent, people's rights and transfers abroad. This is general information, not legal advice.

How to choose a mobile app development company in Dubai

Ask to see live apps in the stores, not just screenshots. The seller name on an App Store listing shows whose account published the app, which tells you whether the developer's past clients own their apps.

Then put ownership in the contract:

  • Store accounts in your company's name. Apple lists the legal entity as the seller. Moving an app between accounts later is possible only when Apple's transfer criteria are met.
  • Source code in your repository, with the intellectual property assigned to your company on payment.
  • Cloud and third-party accounts, such as hosting, database, maps and push notifications, billed to you, with the developer given access.
  • A maintenance plan that names who handles new OS versions and store deadlines, how fast, and at what cost.

Red flags include a fixed price without a written scope, refusing to put code in your repository, publishing under the agency's own developer account, and no test builds until the end.

If the app is mostly a front end for customer records, read our comparison of custom and off-the-shelf CRM options. Restaurants should weigh an app against the simpler routes in online ordering for UAE restaurants, and the back-office work an app triggers is often better handled by automating business operations with AI.

Frequently asked questions

Is a web app cheaper than a mobile app?

Usually, because you build and maintain one codebase, skip store review and can update it instantly. A web app suits internal tools, portals and booking flows people use occasionally. A store app makes more sense when you need device features, offline use or regular engagement through notifications. If the app would only repeat your website, Apple may reject it under its minimum functionality guideline.

Do I need a company to publish an app on the App Store and Google Play?

No, both stores accept individuals, but Apple then shows your personal legal name as the seller. To show your company name, you enrol as an organisation, which needs a legal entity, a D-U-N-S number, a website on your own domain and the authority to sign for the company. Apps in regulated fields such as banking or healthcare should be submitted by the entity providing the service.

What does it cost to maintain an app each year?

It depends on how much the app does, so budget it as a running cost rather than a fixed percentage. The parts are hosting and third-party services, the Apple Developer Program fee, updates for each new iOS and Android version, the stores' yearly minimum requirements, bug fixes and security patches. Agree in writing who handles store deadlines, and how quickly they respond to a broken release.

Can I move my app to another developer later?

Yes, if you own the pieces. That means the store accounts in your company's name, the source code in your own repository, the hosting and database accounts billed to you, and the domain. If the app sits in an agency's developer account, Apple can transfer it only when its transfer criteria are met, which adds work and risk. Setting ownership up correctly at the start is far easier.
